About the Private Infrastructure Development Group

The Private Infrastructure Development Group (PIDG) is an innovative infrastructure project developer and investor which mobilises private investment in sustainable and inclusive infrastructure in sub-Saharan Africa and south and southeast Asia. PIDG investments promote socio-economic development within a just transition to net zero emissions, combat poverty and contribute to the Sustainable Development Goals (SDGs). PIDG delivers its ambition in line with its values of pioneering, partnership, safety, inclusivity, and urgency.

PIDG offers technical assistance for upstream, early-stage activities and concessional capital; invests in early-stage project development and project and corporate equity through its project development solution, InfraCo; its debt solution EAAIF (the Emerging Africa & Asia Infrastructure Fund) is one of the first and more successful blended debt funds in low-income markets; and its guarantees solution, GuarantCo, provides credit enhancement and local currency solutions to de-risk projects. PIDG also supports a growing portfolio of local credit enhancement facilities, which unlock domestic institutional capital for infrastructure financing.

Since 2002, PIDG has supported 258 infrastructure projects to financial close, which provided an estimated 232 million people with access to new or improved infrastructure. PIDG is funded by the governments of the United Kingdom, the Netherlands, Switzerland, Australia and Sweden, and Global Affairs Canada. www.pidg.org

About the role

A critical element of securing the delivery of PIDG’s strategy will be the availability of appropriate funding to all parts of the Group.

Under its current arrangements, the Group can draw on funding from a variety of sources in the form of grants and return-seeking capital: in the case of the former, usually from its core government Owners; and in the case of the latter, usually from other sources (including private investors). However, fulfilment of PIDG’s strategic ambition requires that PIDG diversifies the types and sources of funding to support the development of the Group’s businesses.

The process of securing funding starts by developing relationships with both existing and new counterparties. Existing funders will usually have built a relationship with the Group over a long period of time and will be familiar with the functionality and mission of the Group, to the extent that they are willing to commit capital in furtherance of their own strategic or policy-driven objectives. New counterparties are targeted carefully; relationships are nurtured through various channels; most commonly, as a result of developing new and innovative partnerships with those whose aims and vision aligns with our own and who are prepared to invest in, and with us. These often develop out of leads that are generated through our advocacy at key conferences and events, such as the World Bank meetings, the Hamburg Sustainability Conference, CoPs, or London Climate Action Week.

This requires a methodical and patient and highly co-ordinated approach to speaking engagements and relationship development, and many people across the group are involved at various times. Our interactions can be with multiple counterparties at any given time. Co-ordinated preparation, appropriate follow up and tracking of all such interactions and events is essential.

As these relationships take shape and we move into discussions on funding, the counterparties will require the provision of financial and non-financial information which will enable them to prepare their own business cases for investment in PIDG, followed by more formal due diligence and ultimately to move through the execution phases of a funding arrangement.

Such is the importance of this activity that the management team, the Board and the Owners of PIDG require to be kept appraised of developments on a regular basis.
