Electric vehicle (EV) adoption in Laos has been gaining momentum in recent years, reflecting broader trends in emerging markets. Growth is driven by demand for passenger and two-wheel vehicles, supported by government efforts to reduce reliance on imported fossil fuels. Policies include lower import duties than internal combustion engines, reduced road taxes, and incentives for EV production and charging infrastructure. However, limited charging networks remain a major constraint. Laos aims to install 200 chargers across the country by 2030, but as of April 2024, Laos had only 41 charging stations installed, slowing EV adoption. Overall, Laos’s EV market remains in an early stage, with strong potential but significant infrastructure gaps for future growth.
LOCA, a Laotian company, was operating 32 of 41 charging stations in use and was well positioned to become the market leader in further developing the charging network. PIDG’s investment – through InfraCo – is enabling LOCA to install 54 additional charging stations, reaching a total of 86 stations, and increasing the total number of charging stations installed in Laos to 95 in the coming 3 years (47.5% of the Government 2030 target). It is anticipated that LOCA can play a significant role in creating demonstration and replication effects by demonstrating the profitability of investing in the charging infrastructure.

LOCA’s activities are expected to support making the market more resilient by avoiding dominance of foreign companies while promoting integration within the economy in the EV charging infrastructure network.
